Jesus, like look I have some sympathy for RGV farmers and all but this is another in series of Texas winning water that suppliers don't have. These treaties are all based on absolute amounts of water rather than percentages and as the southern rockies/chihuahuan climate gets drier this is just getting more painful for everyone. To be clear the drying is partly anthropic yes but also largely geologic, the SW has been getting drier for ~10kyrs
